Best thing to do would be to replace the transom core (2 3/4 inch sheets marine plywood)glued and screwed together. Use the old transom as a template.To cover the outdrive hole, obtain a sheet of aluminum and have it welded (by a professional familiar with aluminum) to cover the hole (or) do as I did to fix corrosion holes in the transom. I cut an aluminum panel, centered it, applied a liberal amount of 3M Marine 5200 and riveted the panel in place. 2 seasons since, no problems. Install the outboard on a bracket. A note though: Unless you have a 4 stroke outboard, you will be happier with an I/O in the long run (reliabilty and fuel consumption are a lot better with an I/O).
