I cannot imagine that a water test level all the way above deck would not produce a leak, even if under the keel guard, unless the entry source was yet higher than the test water level. If noticable amounts are coming in, very noticable amounts would be going back out during the water test, rest assured.

Your loaded-for-ducks Lund water level may still be higher than your water test level, making identification of the source difficult with no apparent visual clues. You did not identify the rate of water entry, but if it exceeds 1 gal/hr the source is usually identifiable.
From what you have described so far, I would have some suspicions around the transom area.
