Any blind rivit fastened perpendicular to the water does not apply shear factor (sort of)...Does this make sense?...

None of the blind rivits in my boat failed that were fastened perpendicular to the water...

So, my question is: If you have the a good plan and all the materials, why can't you remove the bench to access the flotation?...Remove the flotation and then rivit with solid rivits your bracket...
