I think pop rivets would be fine, that's exactly how I did mine. The bench seats will support the bulk of the decking and there should be very little shear right at the bench. Your your braces will basically just support the deck in between to keep it from sagging. I used 1x4's tied into joist hangers attached to the benches when I did mine to keep the weight down.
