Old motor fuel and fixes?

Just picked up a Envinrude 9.5 model 9822, 1969. It's not running so I'm cleaning it up and out to start diagnostics. Anyone know what the fuel mixture should be on this and any quick checks to be made? It gets gas and plugs are good but doesn't turn over on the pulls. Thanks!
