The fuel pump on these is a small red ballon looking device mounted in a hole in the crankcase behind the carb flange. Remove the carb and gasket. Behind the gasket you will see a small red circle. Remove it with a screwdriver or small pick without damaging it. It will look like a short ~1" long balloon. Check it for a hole or split by blowing in it. Fairly common to find these with a hole in them. Replace if a hole is found. If not inspect the check valves behind the small cover plate on the carb body where the fuel lines connect.
