Umm.. pull the 6 bolts holding the lower unit on out and take the lower unit off. Put it in forward first, that'll help give you some room. It'll be attached by the gear linkage on the rod.. that's probably your problem, check the linkage for any obvious problems. I had a problem recently with my 73 Johnson 9.9 where my gears were all screwed up, the models are probably somewhat similar.. turned out that the linkage between my upper and lower shift rods was bunged and needed two new bolts. Check that.. prop may need replacement, tightening of the nut on the end, or if it's the shaft, then leave it alone.
