It is bad to start with starting fluid.It can washe out the lube if used too much.The battery has no direct effect on spark.Be sure the
tank is connected properly and you squeeze the primer bulb till firm.Usually takes a few squeezes. If it is key start you need to push in the key to choke as you crank.
If it still refuses to start very carefully spray fuel mix into the carb if it fires but refuses to stay running it could be a stuck float in the carb(s).You could try tapping gently on the boss where the fuel line goes into the carb.If it still refuses to run it may be time to rebuild the carb(s).
