Check and make sure the distributor or any of the carb/throttle linkages on the motor aren't sticking.

Disconnect the throttle cable from the motor and move the throttle arm with your hand. Observe the operation of the carb butterflies from idle to full throttle (with the engine off of course).

Watch the distributor, as you advance the throttle arm it should come up to the 'spark advance' stop. Then as you further advance the throttle arm, the carb butterflies should open fully.

As you go from full throttle back to idle, the carb butterflies should close and the distributor spring back from the stop.

I expect you're going to find that the distributor is hanging up at the 'slip' collar which allows the distributor to stop at maximum advance and then opens the carb butterflies fully.
