Sounds like the o ring at the top of the shaft failed and the shaft is rusted to the crankshaft.Not a fun project.Normally the shaft stays with the lower unit when its removed.Removing it becomes a matter of CAREFUL tapping of the shaft in a downward manner to break it free.If you put a monkey wrench on the shaft(not in the seating areas for the pump and lower unit) then tap on that it should break free.Worst case would require you to pull the powerhead to gain access to the area which is frozen.Then you could turn the powerhead so the shaft was up and put some good penatrent on it.Sort of a crap shoot.Good luck.When you get it out,examine the shaft for straightness and when your putting it all back together,make sure the pump housing is not damaged.They aren't supposed to come out that way.Ken
