Check for spark on both cylinders. Remove both plugs, reinsert in the boots, ground to the block and crank the engine over. You should see a nice, fat, bluish-purplish spark on each. If yellow-ish or redd-ish, weak spark needs fixing.

Check the throttle linkage to make sure the carb butterfly is fully open at full throttle. Check to make sure the spark advance linkage is intact and the magnetor plate moves when the throttle is increased. Make sure the mag plate moves all the way to its timing stop.

Also if there is bad compression on one or both cylinders you'll have no power. Comp readings ideally should match each other but if within 10 PSI of each other it should at least run adequately.

You can easily check to see if there's a weak cylinder by pulling off one spark plug wire (while it's stopped unless you like 50,000 volts!). Ground the wire to the block and see if the engine will run. Repeat with that wire back on and the other pulled. If you find it'll run on (1) cyl but not the other, you've found the weak cyl.
