things to check for - 1) when the old impeller was taken out, was it intact? if not, did you account for all the peices? It is possible broken vanes are caught in a water passage somewhere. 2) Both ends of the water tube must be inserted into their respective holes with grommets - sometimes the powerhead gromment will be misplaced. 3) make sure the impeller drive pin is in place (the little steel pin inserted into the side of the driveshaft).
