One other thing. I believe that engine has the small diaphragm switch on the starboard side of the intake manifold. It is a black rubber device about 1-1/2" in diameter. When the engine starts the crankcase vacuum pulls in the diaphragm switch to allow the lower unit to shift. The diaphragms often deteriorate and leak preventing proper operation. It can be tested simply by pressing in on the diaphragm with your finger. If it is bad the rubber can be easily pryed off and replaced with a new one available from the dealer.
