Your high and low speed valves have nothing to do with your flooding. They should be set for best performance.Set the high speed just a touch toward rich from the best setting(not enough to change performance). It is just to assure not setting to lean. Most likely your flooding is caused by a float or float valve problem.Release pressure in the tank but don`t leave it out in the weather with the cap loose water could get in from rain. You can unhook the connector at the motor though be careful as the orings can be a pain to change without the proper tool. And after repeated use or careless connecting they will wear out over time.
