Did you remove the bolt under the trim tab, and disconnect the shift shaft linkage in the powerhead??

If you're sure you've got everything that needs to be undone, undone, it may just be reluctant to come down; hanging up in the water tube, etc.

You might try using thin wooden, plastic, or metal wedges on either side of the 'split' to help bring it down. Don't use screwdrivers, they'll damage the surfaces.

The wedges have more leverage and you can drive them in further, without fear of damaging the lower unit or center section.
