I don`t have a rpm range for your motor but it does develope its rating at 5,250 rpm.So it needs to be close to that my guess on the range would be 5,000 to 5,500 rpm.Fiberglass boats do tend to be heavy and sometimes they will absorb water especially in any foam that may be under the floor.As we discussed before, start with the trim all the way in and adjust it out one notch at a time until the best setting.It will probably need to be in more with a load.
You might weigh the boat.Also get a tiny tach to check the rpm.The hydro foil is there to solve the planing problem and I have had good luck with them but they should be considered a last resort.Without knowing your present rpm it is difficult to make a decision on what prop you need.
