I have a '59 18hp with the same issue, only on the high speed side. My original 1959 parts list, and my service manual don't show this "ring". This doesn't appear to be a washer or packing, it's about 1/2" long, and 3/8" wide and appears to have round machine marks on it. It looks as if it's part of the carb casting itself. The needle vavle screws right thru it.
I'm thinking that since they used the same carb for different size motors, that this "ring" was interchangable at the factory for different size needle valves, and pressed into the carb body. (could be wrong, but it seems logical). I'm also thinking that because of its age, it just wore out and popped lose.
I'm always having to play with the high-speed setting, and I figure this is why. It always misses in the mid-throttle range, then smooths out. The carb is in perfect shape, except for this.
I have an another old carb that has the same issue, only on the low side. I'm going to run it up to the shop this week and see what's up.
I will update you guys as to what they tell me.
