I had a similar problem with my 59' 15 hp evinrude where the prop had come loose from the hub. As a result, the shaft was spinning hub, but the the hub wasn't spinning the prop. My local prop shop told me they could probably repair it at a cost of about $35 but there was a fair chance they might crack the hub in the process. I decided to bit the bullet and by a new prop at about $60. You could drill screws through the hub into the prop shaft, but if you do this and hit something, you'll likely damage the lower unit and be looking at a lot more $ than a new prop.
