The shift shaft is splined and just slides into the upper shift rod when the lower unit is installed. Nothing on this motor to disconnect.
The driveshaft is very likely stuck in the crank splines. You may have some luck using thin, wide, wooden, plastic, or metal wedges to 'help' separate the lower unit from the rest of the motor. Dont' use screwdrivers as the blade doesn't have enough surface area and will break things.
Very common to see these 20's frozen like that, I've got a couple of cranky ones sitting in the shop right now.
