Flooding is either a symptom, or a cause.
If it is a cause, then there's too much fuel coming out of the carburetor. Since your carb has a fixed jet, the culprits are either a sticking float, or a worn float valve.
If it is a symptom, it means something has stopped the ignition process and the byproduct is flooding (perhaps by you trying to start the motor with the choke on :).
If the motor stopped suddenly, then you have an electrical problem - a loose connection or a component about to fail.
If the motor was surging, you may have a faulty CDI box or coil.
Either way, diagnosis may mean waiting for the problem to occur again, so you can start checking related components.
