1974 50 hp johnson motor doesn't reach its full speed potential at full throttle

My husband and I have put our boat out on the water and when we put it to full throttle the boat doesn't go as fast as it did when he first put it out on the water. When he first put it on the water the motor had enough power at full throttle to make the front end raise out of the water, and now we are barely able to get it to leave a wake behind us at full throttle.
We have recently changed the spark plugs, cleaned the carbs, and replaced the solenoid, and replaced the hose clamps on the hoses from the gas tank and put new gas in it. We have took it out several times this year, and it doesn't seem to get any better.
We would like to know how to adjust the carbs, and make our boat go as fast as it once did. Any tips or advice would be greatly appreciated. We don't really know a lot about boat motors, and would like to have some advice on how to get it back to the way it was. If there is anything we have over looked please tell us. Again, Thanks.
