The little fin is an anode to fight corrosion and when adjusted right it fights prop torque.
Your problem is most likely dirty carbs.When outboards sit alot they get gummed up.If a little choke helps then it is starving.I believe you also have 2 or three fuel pumps as well that could also be gummed up.
