The fuel should NOT be coming out of the third line if the pump is good. If the diaphragm fails it would normally drain into the crankcase. The extra line is to send the fuel that leaks through a failed diaphragm to a safe place, which is normally into the throat of carburetor. For engines that originally came equipped with this style fuel pump there usually was a connection provided on the carb intake flame arrester. You will probably need to add your own connection to the flame arrester.
But let me say again. If there is fuel coming out of the third line that is an indication that the fuel pump diaphragm has a leak and the pump should be replaced.
