Make sure everything is off, fuel, ignition switch, and the motor is in neutral. Use a jumper wire from the hot side of the battery to the start terminal on the solenoid. If the motor rotates then the problem is not with the motor but probably in the boat wiring. If the solenoid has been replaced make sure it is the correct one for that wiring system. Most of the time an automotive starter will not interchange with the marine type of solenoid.
