Be sure the throttle is opening all the way could simply be a cable adjustment.
Check the compression.100 lbs is good with less than 10% difference between cylinders.She will run on less but could lose some power if too low.
If compression seems low you could try a decarb treatment.If you have a fiberglass boat it could be absorbing water.Also if there is foam under the floor it may be absorbing water.Be sure the bottom is clean.Timing is not likely a problem
There is a carb syncronizing procedure but unless you have been messing around it should be ok.
