Suzuki 70 4-stroke will not power up

Hi - I have a 2000 Suzuki 4-stroke 70hp outboard with 425 hours on a 1974 Starcraft 18' Star Chief. It has always works very, very well, but today it will not power up. It goes up to 3000 rpm and will not go any higher with the throttle pushed all the way forward. It under-revs from about 2800-3000, with the throttle pushed all the way forward. Normally, it can go up to about 5500 rpm. Testing it in neutral, it will not rev higher than 3000. Could this be overheat protection against a worn out water pump impeller or something else?
