I believe the relief port is about 1/3 of the way down the leg.Water should burble strongly at idle and rush out with more throttle.You can "CAREFULLY"check how it is cooling by running the motor and CAREFULLY feel the head.It should be too hot to hold your hand on but not so hot it burns you.My manual says you have a thermostat it is on the top of the head.If it fail it may over heat.If not present your motor will be slow to warm and will run too cool.
