In the front of the powerhead under the lower carb in the center there is a bolt that attaches the shift rod to the shift lever mechanism. It is accessible from the port side of the engine and requires a 3/8" socket on an extension with a universal joint to remove. Sometime it is easier to remove the starter to access the bolt. Also if you have oil injection it should be removed to get access. (remember to use Loctite on your starter bolts when you put it back.)

Sounds like a pain to do this, and it is, but there is no other way. When this feature began on engines in 1973 we couldn't believe they would design it that way but it's still that way.
