I don't have a manual for the 60 but on the 40 one side of the solinoid goes to ground through a safety switch the other side gets a hot from the key switch.If the safety is out of adjustment or defective the solinoid won't work.
You can bypass the safety to test and carefully touch a hot wire to the solinoid connection to see if it works.If you have a good ground and nothing happens with the hot wire you need a new solinoid.If the large connections for the starter circuit are good and the solinoid clicks but nothing happens you need a new solinoid.
