There are two solenoids inthe lower unit. Power to one shifts the unit to neutral. Power to both shifts to reverse. No power to either unit defaults to forward. The engine must be running to shift because there is a hydraulic pump in the lower unit that actually does the shifting. Also there is a round rubber diaphragm on the side of the intake manifold that must suck in to complete the shift circuit. Often these develop cracks and leak not allowing them to suck in. You can test by pressing in with your finger.
