The timing does advance and with the cover off it is very easy to see.As it advances it opens the throttle plate in the carb I believe with a little roller that rides on a cam under the stator plate. If a little choke helps it would indicate a fuel supply problem. If it seems to stumble or bog it also generally indicates a fuel supply problem.Check to be sure both plugs are firing. There is a procedure to set the Carb/timing syncronization but I don't have it right here.It sounds like you will be working on your motor regularly. You should have a manual.
Sometimes you can find them at the library.
If at full throttle the stator plate has advanced and the carb is open you should have something like full throttle.
