It's difficult to know what to tell you about your motor without a model number or at least the year.Some motors have a pin in the upper shaft. The shaft needs to be rotated so the pin can slide through a slot in the exhaust housing then rotated to index into the crank.Be sure the water tube grommets are good and it is inserted properly.Keep in mind on some models the shift coupling bolt passes through a groove in the shift rod and tightens into the threads on the other side of the coupling.
Get yourself a manual.If you had one you would probably be out on the water now.
