What do you mean by lack of power? Although most folks here are much more versed in outboards than I, it seems to me that if you go to WOT and are spitting, sputtering, bogging down with no power, that's a carb/ignition/tuneup issue. If you are just revving up, and not going anywhere, then that would indicate a spun prop, or some bad parts in the lower unit. It would act almost like an blown automatic tranny in your car. Rev/No Go... I'd start with the tuneup fisrt, along with a service manual to help you along.
