To Use Gasket Sealer or Not to use Gasket Sealer

I am about to re-bolt my Evinrude 71/2 hp powerhead back on to the lower unit, and I have had one person say not to use gasket sealer on the gasket, while another has said to use it to help prevent water from entering the powerhead. I would please like to have the opinions of our expert repair persons in this forum. Assuming that I should use it, which gasket sealer should I use. I have had used non-hardening permatex for the thermostat housing gaskets on cars and trucks with good results. Or should I use a marine sealer like Sealer 1000? Your opinions would be much appreciated.
