If your powerhead gasket is one of the newer-style black gaskets with a shiny-type of coating on it, assemble it dry. This type of gasket has its own sealer coating on it and doesn't need anything else.
If you have the old, regular-type gasket-paper material, it can't hurt to use some Permatex #3 on both sides. Don't slather it on, just a nice, thinly brushed-out coat'll do.
I've never had any issues using #3 on this type of gasket. Sealer 1000 would work as well.
One other tip, coat the powerhead attaching screws/bolts with Permatex #3 and they'll never sieze in the block. Plus if you have a thru-hole into the exhaust passage, as some motors do, this'll help prevent any 'weepage' at that fastener.
