A couple ideas. Check the easy one first. There is a small exhaust relief in the leg right below the powerhead. Check that this is clear and exhaust and a small amount of water is coming out there when the lower unit is submerged. Otherwise the engine exhaust has to push the water level down out of the leg to get the exhaust to exit the prop. Particularly engines with not very tight reeds have a problem with this.

The second idea is a common problem with this engine but much more difficult to assess. Inside the leg there is a cast in baffle that separates the exhaust into two channels. These baffles are known to break off and fall over blocking off most of the exhaust flow area. The only way to determine this for sure is to remove the powerhead. Sometimes it can be seen by removing the lower unit and shining a light up the leg.
