Yours sounds like an "Eska" built Ted Williams.
They built them from 69 to late 70's and they were all pretty much the same. The power head is simply a two cycle, air cooled mower engine mated to a boat motor leg. very simple in their operation.

The powerhead shares many Techumseh parts with lawn mowers of the time. The most vulnerable of which is the little "balloon" style fuel pump. They are still available from Tecumseh dealers.

The water pump in the lower unit is used for cooling and venting of exhaust gasses. The impellor is also still available from Certified parts corp.
So while it says "air cooled" on the label the water must circulate or it will overheat.
