Evinrude 50 HP '80 vintage possible fuel line problem

I was told that the reason my motor tends to stall out at high speeds might be a clogged fuel filter (it runs smoothly until I accelerate, then begins to choke---you can see the bulb in the fuel line compress, and if someone is not pumping the bulb, it dies out). Question-is it easy to access the filter to see if it needs cleaning or replacement? Thanks for any help/advice.
