Elgin (Sears Roebuck & co.)

I have an elgin with a ser. # 301-28825, for a model it says Sears Roebuck and Co. Model No. 571.58301 Can someone help me out with a year, fuel mixture, and an idea of how much this is worth ? This motor is the first air cooled boat motor I have ever seen. Also on the tag it says 8hp@4000 rpm can that be true, it's so small I can't believe it?
