1993 15hp Evinrude stalls when shifting into gear

I have a 15hp Evinrude w/elec start. A little cold-natured but even warm, usually shuts down when shifting form N to fwd or rev. Seems that it could stand to be idled up a bit but not sure if that's the solution. Would Lean/Rich adjustment be in order? Also, where does the external knob need to be set when cold (more lean or more rich?)
