Hi Patrick -

The quick answer is:

turning the flywheel by hand -


If it turns over smoothly w/no plugs in it; if it has reasonable compression WITH plugs; if it spins the prop each direction when shifted; if there are no obvious holes anywhere there shouldn't be:

there's a good chance it's worth fixing.

Many times cleaning/gapping points, cleaning/replacing plugs, disassembly/cleaning carb, checking for spark (bad coil, plugwire, or boot connector)will get one running - may need tuning, but if it'll pop on fuel or WD-40 it'll PROBABLY run at least sorta.

At this point, you'll probably be so tickled you'll want to go for a boat ride. I say, go ahead - just take a paddle, for the complete experience of old outboards. :-)
