140 HP outboard 1993, no RPM

I can get 6500 rpm in neutral but can only go to 3200 rpm when I put the motor in gear. I had a mechanic look at it and he replaced the p/pac, stator assembly, 2 temp switches and a diode kit. This was done a year ago and I have about 40 hrs on the motor and the same problem is back. I can reve the motor up to about 65oo in neutral but can only go about 3200 in gear, is there a govenor type unit to keep from overheating the motor? Don't know what to do now, any help?
