Take a sample from the bottom of the tank
and allow it to sit for an extended period of
time and see if water precipitates out,

Get a tube of water-finding paste (I use "Kolor
Kut"- check with a good auto parts store in a
rural area or a business that supplies gasoline
stations) and "stick" the tank for water.

Is water showing up in your filters / strainers?
(for that matter, clogged filters and strainers
can also cause your problem)
