Coverting 2000 two stroke Johnson 9.9 hp to 15 hp

I have a two stroke 2000 Johnson 9.9 hp outborad. I am disapointed with its power. I have heard that the only differance between a 9.9 hp and a 15 hp is the carbuator. Has anyone converted a 2000 9.9 to a 15? If so, what was required to convert it. How did it perform at high and slow speed after the conversion. If anyone else has info on this issue I would appreciate the input.
