Well it`s usually pretty straight forward
worn rings,stuck rings,broken rings, bad head gasket or maybe a crack in the cylinder or head.I
think broken rings would leave some scoring.
What makes you say the rings are not stuck?
What were the figures on the compression?
If you can`t find a problem put her back together and run some decarb through her and see
what happens.
