Hmm, you may have hit the problem...
This is what I found after running your test:

1) Out of gear the prop turns smoothly and freely. In gear it still seems smooth, although I fight the piston compression. Removing spark plugs reduces the resistance.

2) With garden hose attached, I get a steam cloud and mist from the cooling vent, rather than the heavy sputter that I recall as more normal. Within a minute or so of running the motorhead is so hot that water sizzles on it -- not putting my hand on that.

3) As the motor heats up, it's more prone to an occasional sputter. Adding choke simplys slows the motor towards dying. My fuel is fresh, as I
seldom going more than 2 weeks without a fishing outing, rear-round.

Even though I put a new impellor on two years ago, it may be time for another one, as I've posted some motor hours since then.

Likewise, I can clean the carb and check fuel lines.
