briggs outboard problems

I bought a briggs outboard 2 weeks ago, and used it for the first time this weekend. Well, after 10 hours of use it killed on me.I checked the carb bowl. It had a little water in it. cleaned it out. Still would not start. Checked for spark. No spark at all. Took the plug off ,and put it on a lawnmower. Still no spark. I bought a new plug at the hardware. Hey, it starts! It runs! Must have been a defective plug I thought. So I took the boat out again. Guess what? It died again. It will run about 10 mins under load than it shuts down. I brought to the local briggs dealer yesterday. Still no word on the problem. I suspect it might be the electronic rpm limiter(governor).
