Mitchell 302 spinning reels are my all time favorites. I can put a bail spring back in place in my sleep. One tang is longer than the other, the long goes into the rotating head the short into the chrome bail arm. With both tangs in their places the bail arm is well beyond the stop, the only trick is to carefully load the spring by rotating the arm back (as if opening the bail) without disengaging the tangs. You need to get over the stop & hold everything together while installing the screw. Some people find it is easier to tweak the spring a bit to raise the bail arm tang a little, just a small stretch in the coils will do.
