The drag washers in a Mitchell 402 are most likely to be made of copper, although I've come across a few made of SS, but never brass. The drag pack should be greased, I use the blue trailer wheel bearing grease.
The bail pin is most likely getting hung up in the bore it rides in through the rotating head b/c of a lack of lube, corrosion, or sand. The secondary cause being binding in the release lever setup under the spool. In any event you'll need to pull the release lever to get at the bail pin, so you should refurb both at once.
