Snagging hooks have, in the past, been widely available here in Colorado during the fall Kokanee snagging season. I haven't checked this year.

Snagging Kokanee has been falling out of favor here, mainly due to the pressure from "Sportsmen" like the fly fishing Newspaper column writers here. I guess they haven't looked down into a hole through the ice and seen all the hundreds and hundreds of wasted, rotting bodies of Kokanee, polluting the lakes, dead after their fruitless spawning runs as I have.

I also checked catalogs from Cabela's, Bass Pro, and Jann's Netcraft for either snagging hooks or molds to make them. No luck there.

One good source is to walk the popular snagging areas during low water. A friend of mine does this and gathers many, many, snagging hooks that had hung up and been broken off. He gave me a big coffee can packed completely full of hooks he had picked up. Many were in excellent shape, not even needing to be sharpened!!
